I just left a comment to the LJ announcement post asking for a legally binding translation. interestingly, all comments to that post are screened. What I've understood so far is that they'll distinguish between accounts that are in some way "verified" (by Open ID or something) and others. Your data may be stored as per Russian law; authorities may request access to it. Whether this is aimed at English-language users or not I don't care, but I will not support this.
