Apparently, I've been so focused on the shitshow that is the US that I've completely missed this upcoming threat to European fandom (and to internet openness in general) -- a proposed EU copyright regulation on the "digital single market."

Most of the explanatory material I've found so far is written in abstract legalese, so I'm not sure whether the actual, practical consequences will be. But as far as I can tell, this directive may (among other, larger consequences) make it impossible for fans in the EU to share fanworks and images online or to access websites that contain such content. Users who create fan content could also be legally liable themselves.

Or so it seems. Could those of you who are savvier and more knowledgeable and less parochial than I shed any light on these issues?
